After five months of hard work and progress in some areas, the 2011 legislative session has concluded without a budget deal. While it is deeply disappointing to not have a resolution, there is reason for optimism. Over the last week, the Governor and legislative leaders have had substantive, constructive meetings. We have identified common ground in many areas, and the Governor and legislative leaders will continue to meet and seek a solution to the budget in the days ahead.

In the absence of a state budget, we are deeply aware of the uncertainty all of us working for state government face. In the days and weeks ahead, the Governor will do everything in his power to find a reasonable solution to the budget. In the meantime, we will move forward with contingency planning for a potential shutdown of state government. This is a complicated, challenging process, and there will be many questions and concerns.
While I remain hopeful that a budget agreement will occur in time for us to avoid a disruption in our operations, I want to prepare you for the possibility that a shut-down may occur. While our sincere hope is that such action will not be necessary, DOR management must begin planning for the potential wind-down of non-critical functions and facilities.

I sincerely regret the uncertainty and stress during this time. In a few days we will begin to talk in more detail about how this contingency planning process will work.
